Per figures from Israel, no fewer than 98 Palestinian individuals have perished while in custody starting from October 2023. A human rights group operating from Israel has indicated that the actual number is almost certainly significantly higher, due to many of disappeared detainees originating in Gaza.

Although the overall count of casualties documented being significantly higher than other recent estimates, it probably fails to capture the full scale of Palestinian loss, per the director of the detainee affairs unit.

“While we are offering documentation for a larger total of casualties than once estimated, this is not a full picture,” he explained. “We are certain that there are even now people who died in confinement that we are unaware of.”

Civilian Casualties

Classified Israeli data suggests that the majority of incarcerated Palestinians from Gaza who died in prison were ordinary citizens, according to a parallel inquiry.

During May of this year, a military intelligence database monitoring all militants in Gaza, a list of over 47,000 identified persons, documented only 21 casualties in custody. At that time, 65 individuals from Palestine from Gaza had perished in prison.

Detention Conditions

Physical violence, abuse, and additional maltreatment of Palestinian individuals is now standard practice across Israel’s detention facilities throughout two years of war. Some deaths in custody have been publicly known, for instance a middle-aged medical chief who perished in detention after four months in detention.

A detainee incarcerated with the victim testified that he was led to the yard by prison staff just prior to his demise, clearly wounded and exposed from the lower body. His remains has not been returned to Gaza.

Further inmates who died in detention in Israel remain anonymous. Detention administrators and military provided researchers with the total of deaths in confinement, and minimal additional information including the facility where they perished, but not the inmates’ personal details.

Identification Challenges

In 21 cases, primarily individuals from Gaza, researchers were unable to connect the limited information provided by authorities to a death recorded by rights organisations, either through statements from former inmates or reporting in the press.

The inmates’ next of kin might not have learned about their loved ones’ deaths either, as Israel has created obstacles to locate Palestinian individuals it is holding. During 210 days at the start of the conflict, the Israeli military refused to give fundamental details about the status of many of persons held in Gaza, practically carrying out a practice of unacknowledged detention, per the advocacy organization.
